I actually asked what I should I do and how to troubleshoot. Now it's too late as it's working.\n\nBefore 'fixing' it I ran <tcpdump -eni any tun0> on both on the client and on the server, compared side by side, showed corresponding origin and destination ip:port packets.\n\nThere are no firewalls, no manual routing on clients (see default openVPN app on phone for example). Anyway, it wouldn't explain why it worked with clients connected to 2 ISPs and not when connected on the 3rd ISP.\n\nYes, I could ping the server connected to the nonproblematic home from the clients connected to the problematic home. From the server on the nonproblematic home I could ping the clients connected to the problematic home. In short, ping was working in any direction from any ISP network.\n\nThere is only one service used over VPN -- http to my server (which does not provide any other service, it's my home main PC). I could not access the web page with the clients connected to the problematic home. I'm not involving in any way the router in the VPN business, nor as client nor else.\n\nPort forwarding from outside world to the homeassistant pc I have installed in the problem home (second home) works, always did past year since installed. I also had this HA pc at my server home for a while, no issues. \n\nSo I'd say neither ISPs are using CGNAT. I tried to ask the problem home ISP but the question was too technical for the voice customer service.\n\nOn the hand hand, from what I quickly read, CGNAT shouldn't affect VPN clients on that network, only servers. Or am I wrong?\n\nI previously had used a wireguard VPN past 2 years with no issues but it had a flaw in the config (VPN ip was in the same range as the local network).  I changed the router to NX200 at the server home and for some reason I couldn't make it work with a 'proper' config, could not access the server at all, from any outside network.
